It will take up more space, but the Hansen-style (New Orleans) block ice shavers are just as fast as the Snowie, less expensive, and have a proven track record going back to the 1930s. There are several brands making these: Southern Snow, Gold Medal, etc.

Your best bet is to find a parking lot that you know has previously allowed seasonal vendors. Think Christmas tree lots, fireworks stands, etc.
If you can't find out who owns the lot, check with your local city or county tax records office. Often these records are even available online.

The Southern Snow machine will produce snow just as soft as the Hawaiian style shavers, but it does require some "touch" to get it just right. For high volume businesses, there is nothing faster. If you buy ice locally, make sure it isn't compressed ice, which will not give you a good consistent sha...

After you open a can of sweetened condensed milk you will need to refrigerate it.

Unless there is a strong regional taboo about Styrofoam, I'd go that route. It's cheaper and insulates better than the flower cups. The advantage of a bowl is it allows for easier syrup coverage and you can serve faster. But many customers prefer cups because they can take them in the car with ease.
